Deputy Security Manager

Location : Blackfriars
Closing Date: 13/03/14
Hours : 45 hours per week.

Duties:
· Provide day-to-day oversight for contract security, liaising with CRL Security Project Management, and Security organisations.
· Maintain daily liaison with Project Security management team.
· Attend formal meetings record discussions and actions and distribute minutes as required by CRL.
· Attend quarterly Project-wide security meetings with all contractors, project manager and CRL
· Provide functional guidance and direction to assigned security personnel and contractors; and monitor their activities and performance.
· Direct the identification, development, implementation and maintenance of security strategies and programs, so as to respond to security conditions and incidents, and minimise risk of personal, physical, or financial, harm to contract/ CRL assets and employees.
· Develop, plan, organise and direct the activities of on-site security staff/contractors, to ensure their actions comply with legal and regulatory requirements as well as meet corporate and contract needs.

· Inform management of major accomplishments, issues and areas of concerns.

· Assist all contract offices and work-sites with incident management, and evacuation activities for project staff.

· Participate in safety meeting, toolbox talks, and perform observations as part of the safety leadership programme and KPI’s.

· Develop and maintain close relationships with local and national policing agencies, security agencies, CPNI, Borders agency etc. and private sector counterparts.

· Ensure compliance of legal right to work legislation, (UKBA) including as required and necessary, any identified vetting issues.

· Assist in the sourcing, installation and commissioning of biometric access control systems; and subsequent management of records allied to same.

· Have knowledge of Data Protection Act and ensure compliance and registration with the Information Commissioners office and oversee appropriate signage as relates to electronic surveillance (CCTV)

· Ensure compliance with works information in relation to perimeter fences, hording gates locks signage etc.

· Support construction incident investigations.

· Participate in construction HSE&S reviews, audits, inspections and walk-downs. Promote and sustain a constructive, supportive and friendly working relationship with all clients, external and internal, immediate and senior management and other work colleagues.

· Supervise and evaluate the performance of assigned security personnel, and makes recommendations on personnel to functional management.

· Review the security arrangements as part of the design review process.

· Implement appropriate security awareness and training programs to enable employees to keep themselves and their families secure in the workplace, residence and other places and facilities they frequent.

· Manage and supervise perimeter and site security including sourcing appropriate security cabins, welfare and allied resources, through the principal security contractors, on behalf of the client

· Investigate unauthorised access to site and any loss damage to or theft of the company assets reporting to the project director and client

· Manage site access and exit for personnel, plant and high value items including identifying areas of high security assets e.g. cable, and arrange upgraded security for same.

· Overseeing the sourcing, installation, commissioning and maintenance of CCTV and any site alarm systems to protect the projects assets including tunnels, shafts, bridges and any other areas of high security risk, including anti-terrorism issues.

· Prepare weekly briefing notes for meetings with the security sub-contractors management representative, to advise of any out of hours works, and any areas requiring special measures or attention.

· Write the Contract Security Plan, and also as required any site specific security plan or briefing to include issues such as high profile or VIP visits, energisation or similar issues.

· Ensure compliance of any contract security plans as relates to disposal of scrap items and any items no longer required on site(s).

· Liaise with emergency services, primarily Metropolitan and British Transport Police forces, London fire and rescue service and London ambulance service.

· Have knowledge of London Emergency Plan (LESLEP)

· Assist where appropriate the induction and subsequent ID issuing for all staff.

· Assist in disposal of surplus assets, to offset against company costs


Essential Criteria:
Person Specification:
Ex Forces / or Metropolitan Police background
Previous experience on Linear Projects in London / Home Counties
Ability to handle Multiple Security Companies / Access points.
Degree Qualified or Equivalent
Understanding of current UK legislation & Immigration Laws

Desired Knowledge / Experience
· Policing & Crime Management
· Rail Systems Exposure UK or International
· London Underground, Network Rail or Similar
· Union Representation Experience
