Governmental Liaison Officer (304jc) – Kabul, Afghanistan - $Excellent Package

My client, a Multinational Services Company are now seeking a senior level individual to be based in Kabul for this key role.

You will be reporting to the EMEA Operations Director and you will have two personnel reporting to you on a daily basis.

Your main liaison will be to the EMEA MD, FD, Country Manager and Deputy as well as the in country Senior Admin Manager, and your role will be to establish protocols for legal compliance including the development of these when new contracts are awarded

Your primary objectives will be as follows: -
Give accurate and timely counsel in a variety of legal topics
Collaborate with management to devise efficient strategies
Specify internal and external governance policies and regularly monitor compliance
Communicate and negotiate with external parties (NSPA, government departments, public authority), creating relations of trust
Assist in the drafting of agreements, contracts and other legal documents to ensure the company’s full legal rights
Deal with complex matters with multiple stakeholders including local government departments
Produce reports as required by Senior Management
Seek to build working relationships with the various government bodies relevant for my client in order to enable a timely and fair process when challenges arise

And your secondary position objectives will include: -
Research and evaluate different risk factors regarding business decisions and operations
Apply effective risk management techniques and offer proactive advise on possible legal issues
Provide clarification on legal language or specifications to everyone in the organization
Maintain current knowledge of alterations in legislation both international and In-Theatre
Attend meetings and working groups as required
Schedule regular meetings with government counterparts

Therefore you will need the following Experience/Qualifications:
Proven experience as a legal counsel in a business environment
Demonstrated ability to create legal defensive or proactive strategies
BSc degree in Law
MA or BSc in Business Administration will be considered an advantage

Skills/Attributes
Excellent knowledge and understanding of corporate law and procedures
Full comprehension of the influences of the external environment of a corporation
High degree of professional ethics and integrity
Sound judgement and ability to analyse situations and information
Outstanding communication skills

Position/Environmental Conditions:
Remote locations.
Medium to high Security Threat.
International travel at short notice if required.
Military/NGO and selected Diplomatic customer base.

Essential Skills and Qualifications:
Proven ability to lead and manage a fundamental part of an isolated and successful business.
Ability to work in an international, dynamic and multicultural environment.
Can adapt to rapid changes in a positive manner and work to tight deadlines.
Good oral and written communication skills in English are essential.
Experienced PC user, familiar with MS Office, email and Internet.

Although the qualifications especially the Law Degree are nice to haves, a high level of education and business acumen is needed for this role, as you will be dealing with very senior personnel within the company as well as senior personnel in various Governmental and military departments.

In return they are offering an excellent salary package, with a 10 week on 3 week off rotation with all travel, insurance, accommodation and food covered by the client.
