Job description
The Ministry of Defence Guard Service (MGS) provides unarmed guarding support to over 100 defence establishments in England, Wales and Scotland. As part of re-organisation, we are now recruiting to the MGS in the Swindon area. MGS officers are the public face of the MOD at the sites where they are the first point of contact for employees, visitors or contractors. Their principal role is access control. Foot patrolling is carried out on some sites and sometimes includes patrols by trained teams of dogs and handlers. MGS officers also work in control rooms and monitor CCTV systems, steering cameras onto areas of interest.

While front of house experience is not essential it is very much an advantage supported by solid evidence of good customer care practice. A smart appearance, an ability to communicate at all levels and the confidence to deal with difficult or challenging situations with tact and fairness are essential. The reporting of daily routines and incidents are regular activities in the MGS and applicants should be comfortable using IT, particularly MS Outlook and Word as well as being numerate and literate.

Functional and core training are a key component of the package and applicants should be prepared to undertake training as required, sometimes staying away from home.

There is no general fitness test though applicants for all sites will be tested for colour perception and for hearing at Naval Bases and flying stations. Applicants should nevertheless be confident that they will be able to undertake the demands of the role including physical response to incidents and ability to work in inclement weather.

The MGS, as an organisation, has achieved the National Security Inspectorate (NSI) Guarding Gold Standard, which demonstrates compliance with BS EN ISO9001, BS7499 and BS7858, and therefore gives assurance that its management systems are effective

MGS Head Office is located at Wethersfield, Essex, and is supported by 12 Areas throughout the UK.

CSO5 UNARMED GUARD

JOB PURPOSE

1. Responsible for providing an overt security presence at the unit or establishment where the duty is being performed

SPECIFIC RESPONSIBILITIES

2. Responsible for carrying out all unarmed guarding duties to a high standard and in accordance with current MOD, MGS and Unit/Establishment Orders.

GOVERNANCE

3. Responsible to the Shift Supervisor (CSO4) for the performance of the duty. In the absence of a CSO4, the CSO5 will be responsible to the Group Manager (Operations Manager). The Job Holder will agree objectives with the Group Manager, against which personal performance will be measured.

KEY OBJECTIVES

4. The Job Holder may be expected to function in the following areas:

• Control vehicle and pedestrian access to, and egress from, an Establishment.
• Issuing of passes.
• Patrolling on foot and in a vehicle
• Searching of vehicles, baggage, personnel, buildings and open areas.
• Escorting of visitors.
• Controlling traffic.
• Checking identity.
• Writing reports on breaches of security or defects etc.
• Dealing with demonstrators and intruders.
• Safeguard classified information and material.
• Co-operate with other security providers
• Liaise with Emergency Services
• Operate and monitor security systems; CCTV and alarms etc.
• Operate and communicate effectively over telephone or radio.
• Record information in the books provided.
• Report safety hazards and accidents in accordance with current instructions.
• Carry out, if required, initial action at the scene of any incident.
• Issue and receipt of keys together with ensuring their timely return.
• Prevention of fire.
• Driving a MOD vehicle, when in possession of a current FMT 600.
• Other appropriate tasks commensurate with the grade.

RESOURCES

5. The job holder is responsible for the safety and security of all resources utilised whilst on duty. All damages, defects and losses are to be entered in the Daily Occurrence Book and reported promptly to the CSO4 Shift Supervisor.

6. The Job Holder is to take part in Learning and Development activities as agreed with the Line Manager.

The MGS is part of the Defence Infrastructure Organisation (DIO). The DIO manages the military estate and are a Top-Level Budget Holder in Defence with a high profile across the Department and wider Government. As the DIO continues to develop as an organisation, we are currently considering how best to transform the business to enable us to better focus on delivering our business to the front line and making DIO a great place to work. Applicants are advised that the post is included amongst those, which may in due course transfer to a new employer, subject to approvals and TU consultation. No decisions have yet been made and this may or may not happen. If you are appointed, the change is agreed and you are still in post on the date that the work transfers, you will transfer to a new employer under prevailing staff transfer regulations (e.g. TUPE Regulations).

Qualifications
2 GCSEs at Grade C or above, or equivalent

NVQ Business Administration Level 1

satisfactory completion of a 2 year YTS attachment to a government department
OR
passed MOD work sample/ competency tests, or suitable Civil Service experience.
