Job Description

SOS International LLC (SOSi) is seeking a highly qualified Site Security Manager (SSM) to support the Air Force Civil Engineer Center (AFCEC) Europe Division United Kingdom(CFEK). AFCEC UK-OL provides Military Construction Design and Construction Management in the United Kingdom as the executive agent for the Department of Defense (DoD).

Essential Job Duties
Provide Advisory and Assistance Services (A&AS) support to AFCEC
Provide project management duties that include administration,managerial oversight, and technical implementation of the ConstructionSecurity Plan (CSP) for the design and construction of the JointIntelligence Analysis Center (JIAC) at RAF Croughton, United Kingdom
Develop and document requirements to include functional and performance requirements as identified in Intelligence Community Standard (ICS) 705under section L, IDS and ACS Documentation Requirements
Participate in meetings, in-progress reviews, and integrated concept and product teams, working groups and provide briefings in the capacity of SSM. Provide input to weekly staff meeting slides related to site security. Provide slides for local review and ensure review comments and instructions have been incorporated
Support planning, programming, and budget development, tracking, and financial execution
In coordination with the Customer, develop and administer site-specific training to the Construction Contractor’s personnel and Site Security Personnel on security restrictions and construction site operational procedures
Provide security support with respect to planning,scheduling, advising and monitoring the construction surveillance program of the CSP for the JIAC. This includes design, construction,field and office activities related to administration of the construction surveillance program. Provide support services to assist with interpreting, extending, originating and/or devising means and methods for supporting the CSP. Provide advice and guidance to all levels of the JIAC program management and operating elements concerning all aspects of programs, including the CSP, collateral programs and their interface with other related operational functions. Analyze the effectiveness of the project CSP and develop new measures to increase the overall effectiveness of the plan


Provide oversight of the construction access control for the JIAC SCIF construction sites


Integrate new technologies and upgrades into current and future systems.Use sound judgment, resourcefulness, and ingenuity when interpreting ICD directives, administrative policies, regulations,instructions, and procedures in order to implement new and improved SCIF construction surveillance methods and procedures within the JIAC SCIF program


Provide project advice and guidance on matters of security. Serve as the on-site security authority to provide advice and guidance on undefined issues and elements relevant to the project CSP.Maintain close contact with security counterparts at DoD, DIA, and other Intelligence Agencies in the conduct of the JIAC security program


Monitor all phases of construction to include scheduling and acquiring materials and construction personnel in accordance with ICD 705requirements for SCIF accreditation. Perform Quality Assurance/Quality Control oversight on the Site Security Personnel (SSP) Contractor’s team to include documenting all physical and technical security in accordance with ICS 705 requirements for SCIF accreditation


Minimum Requirements

Current Top Secret with SCI eligibility (TS/SCI)


Minimum Bachelor’s degree or higher required in Business Management, or a related field and eight (8) years of recent specialized experience; OR Minimum twelve (12) years, General Management experience involving contract support; OR Minimum ten (10) years specialized experience working in the US Intelligence Community


Department of State (DOS) SSM certification; OR Equivalent experience/certification/accreditation demonstrating required competencies to handle all aspects of OCONUS Sensitive Compartmented Information Facility (SCIF) construction; such as demonstrating a proficiency in (1) writing CSPs, (2) developing comprehensive Construction Security Technician tasks and (3) interacting with diverse stakeholders at the Combatant Command and Defense Intelligence Agency (DIA)

Program Management Professional (PMP) Certification



Working conditions will be normal for office and construction site
Standard work week is 0700 to 1700, Monday through Friday, excluding Federal holidays, for a normal work week of 45 hour

Ability to lift and/or move objects or packages of up to 25 lbs
