We are now seeking an experienced individual to join our team as a Training and Operations Manager, based in our HQ office in Kabul with travel to regional field offices. Expected start date: November 2016.

Positions with INSO offer a unique opportunity to work in a close knit team giving safety and security training and advice that is vital to the efforts of the NGO community to deliver aid and assistance to the thousands of people who need it. Successful candidates will be outgoing and resilient, able to design, implement and evaluate NGO security training programmes in a humanitarian context, communicate to an excellent standard of English both verbally and in writing, and above all else share INSO’s commitment to humanitarian principles.

This Training and Operations Manager position is offered on a 1-year renewable term. INSO is looking for a full–time employee; consultancy-type arrangements will not be entertained.


Key Areas of Responsibility:

Plan and facilitate NGO liaison to identify specific needs/gaps in the understanding and construction of an NGO’s program-specific security plan.
Research, evaluate and revise INSO Afghanistan's current training modules to provide a robust NGO Security Management Training module that enables NGOs to develop their own comprehensive security plans based upon their specific programming, mandate and needs.
Coordinate and facilitate workshops with NGO partners to present this and other modules and build the capacity of NGOs in the skills required for security plan development.
Supervise up to 3 national staff. This includes building their capacity to understand and deliver current and future training material, as well as develop effective feedback and monitoring mechanisms.
Research and identify additional training needs of NGOs within the scope of the INSO mandate.
Constantly review, evaluate and adapt developed training materials as necessary.
Manage the public perceptions of INSO’ work to establish and maintain recognition of its mandate for independence, impartiality and neutrality.
Develop, implement and oversee INSO internal staff development training for national and expatriate staff in the field of security management.
Evaluate, update and implement current INSO internal security and contingency plans.
Assist the director and the deputy director in the day to day running of the country programme and provide support to operations where required.
 Mandatory Requirements:
Proven experience in staff capacity development and training in a humanitarian setting.
Commitment to humanitarian principles and familiarity with the philosophy, priorities and principals of humanitarian NGOs and NGO approaches to security.
Fluent in English (written and spoken).
Significant experience in insecure/conflict-affected environments.
Employment history that reflects experience in fields beyond purely military, police, or private security.
Proven writing and reporting skills.
Understanding of M&E tools and methods to ensure training services provided to INSO beneficiaries are in line with NGO needs.
Ability to work autonomously and as a member of a close knit team.
Ability to cope with frequent movements throughout the country.
Ability to mentor and train individuals who have limited English skills.
Computer literacy particularly MS Office.


Preferred Characteristics:

One recent year experience in Afghanistan - ideally in an NGO safety role or equivalent - and demonstrable understanding of the security dynamics.
Specific experience with NGO security and/or project management.
Demonstrable experience in the design and delivery of NGO Security Management Courses.
Previous working experience and solid knowledge of INSO's operational policies and procedures.
