Terms & Conditions: 24 month contract (renewable and subject to the ongoing funding), €5500 per month salary, 7-day RNR every 2 months with an allowance of €1250 per cycle, global medical coverage, €150000 AD&D coverage. Expected start date: January 2017

INSO supports the humanitarian community with vital coordination and information services that save lives and improve access. We are now seeking an experienced individual to join our team as the INSO Director CAR based in Bangui (with frequent travels to Bambari, Bossangoa and other field locations). The INSO Director sets the overall strategic framework within which all other programme elements occur and provides leadership, coordination, representation, supervision and management in relation to all staff and services. The Director will be an experienced and emotionally mature individual with advanced understanding of humanitarian operations at leadership level. The director will possess solid programme and human resource management and skills and will be a natural and confident communicator, consensus-builder and networker. Successful candidates will combine keen intellect and analytical skills with pragmatism, patience and a good sense of humor. They will enjoy the challenge of translating strategic concepts in to workable practices in difficult environments. Ideal candidates will come from an NGO/humanitarian background (CD/DD/Programmes) and are not required to have military/police backgrounds.

Key areas of responsibility will include: • To maintain the physical, legal and administrative presence of INSO in the country including liaison with, and reporting to, all relevant national authorities • To lead the development, implementation and maintenance of all aspects of the required INSO services in CAR • In close cooperation with the INSO CAR advisory board, to monitor and review service quality, relevance and value and where necessary to undertake the amendment, removal or addition of services. • To oversee and coordinate all staff and resources in the delivery of all mandated services including 24/7 flash reporting, analysis, meetings, orientations etc. • To develop and maintain a status as a recognized ‘CAR expert’ in order to be able to provide the highest level of strategic analysis, advice and information to beneficiaries. • To lead all aspects of grant management including annual funding strategy, proposals, reports, budget management, forecasts and maintaining contractual compliance in all areas at all times. • To oversee the recruitment, orientation, management and professional development of all INSO employees. • To ensure the application all INSO global policy in both administrative and operational areas including HR, Finance, Logistics, Security and Service Delivery Standards. • To provide high level representation and liaison for INSO towards all third parties such as NGOs, UN, Government, Embassies, Media or any other actor. • To actively manage the public perception of INSO in order to establish and maintain recognition of its mandate for independence, impartiality and neutrality.

Mandatory requirements: This is a high profile, dynamic and multi-faceted post and a key node in the humanitarian architecture of CAR context. Only those applicants that fulfill all of the minimum requirements will be considered. • Excellent command of French and English (written and spoken). • Masters level education in a relevant field or equivalent professional experience (please specify). • Minimum of two (2) full years in NGO management at Director/Deputy Director level (or equivalent) anywhere. • Minimum one (1) recent year of experience in CAR or demonstrable familiarity with local security dynamics and a good understanding of INSO mandate and services. • Minimum of five (5) years in post conflict/emergency environments in the humanitarian sector. • Experience with programme management (proposals, budgeting, reporting, M&E) and donor relations (DG ECHO, SDC, USAID-OFDA, etc.) • Solid and up to date understanding of NGO security principles and practices. • Outgoing and confidant personality. • Excellent networking and diplomacy skills.

Preferred characteristics: The following are not required but will give applicants an advantage over others. Please specify in your cover letter. • Previous experience with INSO (as a member, NGO partner, interlocutor). • Experience in a high visibility inter-agency role. • Existing (relevant) local information networks and contacts. • Local language ability. • Advanced political, social or historical knowledge of the region.
