Job Purpose:

The Site Security Manager must have or develop a detailed knowledge of all operations at their designated mission critical sites and become known as the local security representative to all site occupants. They must be capable of producing site risk assessments: site security plans, responsible for the management and implementation of security recommendations, be capable of conducting compliance checks: ensuring continued compliance using system performance techniques and attending local site forums.

They will be required to provide security expertise, survey sites and implement the most appropriate security design to ensure the protection of all site personnel, property and assets.  Identify and implement the provision of re-active/pro-active physical security services, utilising project management tools/techniques, based upon the targets and objectives of the Physical Security Team.  Work with minimal direct management or supervision, positively influence & build two-way relationships with all the key stakeholders and external suppliers.  Be responsible for the cost-effective implementation of security works within agreed timescales and on target, managing budget to agreed and allocated levels.



Principal Accountabilities

Operations
Support all security operations in compliance with all Statutory, Company, Legal and Contractual requirements.
Ensure regular, formal meetings are held with the customer, correctly minuted and recorded.
Ensure adequate and timely responses to incidents and changed customer requirements.
Ensure manning of the site at contracted levels with regular shift patterns and with trained and qualified staff.
Work in partnership with EMCOR colleagues, ensuring all aspects of Site Security, Health & Safety and Fire Prevention requirements are effectively managed.
To be the site management contact for all security matters.
Ensure all security positions are visited during core hours and that ad-hoc out of hours visits are carried out.
Fully understand the use of all IT systems and applications and to monitor the correct application of the EMCOR and client IT Security Policies.
To maintain liaison with relevant local, external agencies (e.g. Police, Fire) on a regular basis.
To assist in the management of any external activity that might impact on the customers business.
To arrange for a suitable deputy for periods of training, holiday etc.
To be available, on call, in case of emergency.
Staff Management
To manage a Security Team that is well motivated, informed, focused and clear about its roll and objectives.
Ensure appropriate motivation and formalised development training of staff to meet and exceed contractual requirements.
Maintain fair and consistent grievance and disciplinary procedures.
Arrange extra cover, standby and replacement Security Officers from within the Team as required.
Arrange, where necessary, for additional security cover as required for site events.
Ensure intra-team communications are maintained and issues dealt with in a timely and effective manner.
Administration
Provide accurate and timely information for preparation of monthly and planning reports.
Ensure that all cover, standard and extra, is accurately recorded and financially monitored.
Ensure provision of adequate information for proper personnel administration of employees.
Ensure assignment instructions, Standard Operating Procedures (SOP’s) and any other relevant Security Manuals are updated and maintained in response to incidents. Ensuring that all team members have read and signed to say they understand the requirements of the procedures.
Ensure that all incidents and requests for assistance are accurately recorded on the correct forms.
Recruitment
Monitor manpower requirements, recommending appropriate action to the nominated support office.
Respond to subsequent requests for assistance in screening or other information required.
Manage the Security Team Training Development Programme.
Ensure all contractual training is completed and fully recorded.
Identify subsequent training needs and ensure employee is trained to required standards.
Identify areas of training that would enhance delivery of the service to exceed customer requirements.
Provide sufficient site training to ensure adequate numbers of qualified standby staff.


Person Specification:

Excellent communication skills, verbal and written English
Excellent IT skills including Microsoft office
Experience of report writing, agenda setting and chairing meetings
