The post holder will:
Protect the assets of the University, its staff, students and visitors against loss, damage, injury or harm from criminal acts including, theft, vandalism, arson and the like.
Assist the Security Operations Manager and University authorities in ensuring the University’s reputation and standing in the local community is maintained and where possible enhanced to continue to foster good relationships with the residents of Worcester and the surrounding areas.
*Please note this post will require working shifts (including nights/weekends and bank holidays) and will operate across the University’s campuses and satellite sites.
Background

The Facilities Department covers a wide range of services within University of Worcester, including Campus Services, Accommodation, Maintenance, Venue Hire and Timetabling.

The Henwick Grove Campus in St Johns is located close to the city centre in Worcester and is within 43 acres. It is characterised by relatively low-density development with non-residential and residential buildings of a range of ages and designs. There are extensive playing fields and the campus is attractively landscaped. The residential student Halls provides approx. 800 bed spaces.

The second site at Castle Street in the City Centre is the former Worcester Royal Infirmary, which is vacant following the relocation of the hospital. The site has an area of 22 hectares, is within walking distance of the St Johns campus at Henwick Grove and has potential for a mixed use development and currently has student Halls providing 176 bed spaces.

The University also have a number of satellite sites ranging from sports fields to accommodation.

Main duties
1. To operate and monitor the CCTV system comprising some 130 cameras at present – expansion of the CCTV system is being planned.
2. Carry out Reception Duties in accordance with the Security Operational Procedures
3. Act as main point of contact out of hours for students and their families, staff, Police and general enquiries such a maintenance/accommodation issues.
4. Maintain accurate and detailed reports & records for CCTV and Access Control so that every operation is compliant with the Data Protection Act.
5. To provide secondary line management to the security team in the absence of the Security Team Leaders.
6. Deal with Off Campus student related issues using the Accreditation Scheme as required.

Management of Systems
7. Ensure that the CCTV systems are operating correctly and ensure that the visual images are always to necessary standard.
8. To download CCTV recordings for the Police and Law Enforcement Agencies that could form part of evidence for prosecutions and the University Disciplinary Committee
9. Report, log any faults and call out the necessary engineers that maintain the CCTV coverage of the entire Campus.
10. Manage the emergency telephones on reception for lifts and outside monitoring stations. i.e IPL for Intruder Alarms
11. To maintain records of all contractors who require access control across the University sites.
12. Monitor and react by use of a radio or telephone to any emergency requests for assistance.
13. Monitor the Fire Alarm systems and pass on via radio or telephone any information necessary for the safety and security of the Campus.
14. To ensure the correct procedures are adhered to in accordance with the Standing Operational Procedures and the University guide for the monitoring of crime on university premises. To liaise with appropriate agencies and other parties i.e. community support officers and emergency services.
15. Must be able to report defects using the appropriate reporting system. Current systems in place are KX for Accommodation / Venue Hire, Incident Reporting Information System for Security ,CMIS for Timetabling and MASS for Maintenance.
16. To be able to fully operate and monitor all aspects of the Access Control across all University Sites. This is to include the creating of access cards in an emergency, disable and enable cards for students / staff. They must also have a basic understanding of the different access levels and permissions along with door scheduling.
17. Be responsible for monitoring all University intruder / fire alarms and reporting any faults found.
18. To manage the day-to-day running of the University’s Lost and Found property procedures ensuring all items recovered are recorded and correctly disposed of using IRIS.

19. Supporting and directing when necessary, both commercial and private traffic around the University and assisting with all aspects of car parking duties including barrier control, pay machine cash collection, and the enforcement of University car parking policies using the appropriate Technology.

Management of Resources
20. Be responsible for the day to day operation of the University Control rooms across all University Sites.
21. Responsible for the daily testing of the University fire alarm and the checking of fire log books and report forms.
22. Responsible for the checking of equipment e.g. radios, CCTV monitors, camera’s and all other equipment in the control room which is applicable to the effective daily operation of the Security Team.

General
23. Assist in coordinating incidents and initiate relevant procedures during out of hours in the event of an emergency.
24. To assist in the investigation of criminal occurrences on all University sites (both during and out of hours)
25. Administer First Aid as appropriate
26. Report any failures or issues to the Security Operations Manager and Head of Security and Campus Services.
27. To carry out any additional duties as designated by the line manager (such as mobile patrols) in the absence of Team Leaders.
28. Maintain a flexible approach to assisting other departments within facilities as and when required and liaise with academic, managerial and administrative staff as required offering guidance on personal safety. This may also include assisting on reception as and when required.
29. Be available to attend training as directed by your line manager

Person Specification
Please provide evidence of how you meet each of the essential criteria.

Essential
1. Experience of working in a security or similar role, including ensuring the welfare and safety of people and safekeeping of resources.
2. Experience of working with CCTV and Access control
3. Possession of and ability to demonstrate absolute integrity and discretion.
4. Ability to demonstrate a flexible and pro-active approach to work.
5. Excellent communication skills (oral and written) including written and verbal reports and clear, user-friendly instructions.
6. Excellent interpersonal skills, including tact and diplomacy, and experience of dealing with a range of people including senior staff.
7. Experience of developing successful staff rotas and developing Security Procedures.
8. Basic IT skills (e.g. MS Word, internet).
9. First Aid qualification, or be willing to undertake a training course.
10. A current, valid, full driving licence - to enable the post holder to drive between St Johns, City Centre sites and Satellite sites in order to respond quickly to emergencies. Shortlisted candidates will be asked to bring their current driving licence to interview.
11. Commitment to gaining accreditation under the Community Safety Accreditation Scheme*

Desirable
1. Previous experience in the Police Force, Armed Forces or similar.
2. Experience of working in a large complex organisation.
3. Security Qualification

*Community Safety Accreditation Scheme: Successful appointees will be required to complete a six months probationary period, after completion of probation they will be required to gain accreditation under the Community Safety Accreditation Scheme. Accreditation is subject to the West Mercia Policy vetting procedure and will require course attendance (during working hours)

Physical Requirements: An appropriate level of physical fitness is required for this post, which includes lifting, walking and night working. An annual medical check will be required to ensure continuing fitness
