Job Description
Under moderate supervision provides security services and technical assistance to assigned project, jobsite, office, or functional/services unit’s activities. Helps manage protection programs and compliance with specific
governmental standards and/or regulatory requirements. Helps develop and provide security master plans, security criteria, and technical information to assigned project, jobsite, office, or functional/services unit. Liaises and maintains an effective working relationship with assigned projects. Advises Security and project management concerning security program progress, problem areas, and remedial actions.

- Reports to and receives operational guidance from senior security specialist or project/office security management.
- Receives guidance and acts upon specific requests from assigned and supported project managers and supervisory staff.

C. Contacts

- Maintains communications with project, jobsite, office, or functional/services unit management to ensure proper application of security objectives, plans and requirements.
- Establishes and maintains liaison and working relationship with appropriate law enforcement-agencies.
- Establishes and maintains contact with security equipment manufacturers, security organizations and consultants for the purpose of determining new developments on security-related matters.
- Establishes and maintains liaison with national and international law enforcement agencies, governmental entities, professional, regulatory and service organizations, associations and commissions to ensure compliance with regulatory and statute requirements.

ESSENTIAL JOB DUTIES:
1. Conducts security surveys and audits to ensure compliance with security programs; identifies and reports discrepancies and recommends corrective action through appropriate reporting relationship. Informs immediate supervisors of the status of the security program and problem areas and provides recommendations for remedial action.
2. Implements company procedures for guarding internal security data to meet the standards and regulatory requirements specified by government contracts. Administers security activities related to securing and controlling Bechtel and client proprietary information, including maintenance of security-related logs, registers, files, records, and reports.
3. Develops security guard instructions, security/emergency plans, security guard contracts, and other documents pertaining to the physical security of the jobsite or office.
4. May supervise contractor security personnel.
5. Prepares and distributes security plans, reports, studies and surveys, as requested. Assists in preparing and coordinating emergency planning, programs, and procedures with project, jobsite, or office management.
6. Assists project teams in incorporating security technology and measures into the design and construction of facilities by identifying and interpreting specific standards and regulatory requirements pertaining to the project(s); reviews architectural drawings to ensure that effective security is provided and that specific standards and regulatory requirements are met.
7. Coordinates the investigation of questionable activities, identifies violations, and recommends corrective action through responsible supervision.
8. Provides relevant technical security information, standards and regulatory requirements to personnel in assigned areas of responsibility; ascertains that personnel are knowledgeable of Bechtel’s security instructions, programs and procedures.
9. Establishes and maintains close relationships with local law enforcement, intelligence and security agencies, and private sector counterparts to support the continuous monitoring of threat-related intelligence and the timely development of threat assessments potentially impacting the security of the assigned Bechtel project, jobsite, office, or functional/services unit, and the employees who work there.
10. Assists in the preparation of security presentations for management and clients explaining the project, jobsite, office, or functional/services unit’s physical and procedural safeguards.
11. Assists business development staff in preparing the security portion of business proposals, to include security requirements, scope of security services and cost estimates.

JOB KNOWLEDGE:
Knowledge of business, governmental and industrial security techniques and developments to include the application of international, federal, state and local laws pertinent to project/office security and police functions.
Knowledge of personnel policies and procedures.
Prior experience in administering basic security programs.
Proficient in communicating security requirements to contract guards, engineers and construction personnel.
Knowledge of national and international security standards and regulatory requirements.
Capable of obtaining necessary security clearances for access to government classified information.
Some specialized training in industrial security, industrial relations, and related security subjects.
