Defence, Advisor Security and Intelligence (DSI) – People and Change (P&C)



In KPMG's Management Consulting practice, we don't limit ourselves to either strategy or implementation. Instead, we deliver both - equally well. Indeed, it's this broad capability that's seen us accelerate to become a 1000-strong team in less than five years. Since our creation, we've developed in-depth knowledge of an incredibly broad spread of sectors.

In People and Change we generally work with Public Sector clients to help them transform their business through organisational development, talent management, behavioural change management, optimising the HR function and workforce optimisation.

The DSI Sector is one of KPMG’s key priority sectors, designated for high growth over the next three years. The MOD is the main account within Defence and is KPMG largest single account, the Security and Intelligence account is at a much earlier stage of development but growing quickly. The sector as a whole has been growing on average by 30% annually over the last three years.

In order to deliver our exciting growth plans KPMG are recruiting experienced market focused consultants to join our team.
It is desirable that candidates have experience in some of the following markets or clients:
- SIAs
- Ministry of Defence and Defence Intelligence
- OSCT, Home Office and Foreign Office
- Immigration, UK Border Force & HMRC
- CT Policing and NCA

Due to the nature of the work, it is desirable, but not compulsory, for applicants to have UK security clearance

The team are looking for Advisors (assistant managers) to take responsibility for delivering work streams on client engagements and taking a pro-active business development role through the relationships built with own clients. This includes:

Shows a personal commitment to understanding and meeting client sector and market needs.

Builds & develops positive constructive relationships inside & outside of KPMG.

Pro-actively shares client, specialist knowledge plus key learnings, successes and best practices across the function.

You will need knowledge in one or more of the following areas:

Behavioural change management - ensuring organisations realise the benefits of large scale change projects by embedding new behaviours and minimising underperformance during the change

Organisation development - target operating model development, organisation design, role clarity, performance management, organisational culture, employee development and reward/recognition

Optimising human resource departments - creating cost effective, integrated HR functions that contribute to the delivery of business strategy

Talent development - helping clients identify, retain and develop talent

Performance Management and Reward - designing reward strategies/incentive schemes, and performance management frameworks/processes

Workforce Optimisation – helping organisations get the most from their workforce, including strategic and operational workforce planning, terms and conditions of employment, TUPE, and reward & incentive management

As well as working on standalone People & Change projects, we also provide subject matter expertise to projects led by other areas of KPMG such as Financial Management, Business Effectiveness, Information Technology Advisory,
Operational Strategy and Restructuring.

Qualifications and Skills

The qualifications and skills for these roles are not prescriptive, but successful candidates are likely to be able to demonstrate their strong proficiency, understanding and experience of a significant number of the following:

Leading business development initiatives including bid, proposal and contract/commercial negotiation
Responsibility for standalone deliverables that add significantly to the overall success of a project or work stream
Passionate about your discipline with a history of continuous learning
Commercial awareness evidenced by an ability to identify business opportunities
Coaching team members to ensure excellent client delivery whilst also enabling their career development
Acting as a subject matter expert in advising clients to maximise benefits while reducing risks
Managing competing agendas/priorities and establish achievable programmes/project
Qualifications and/or accreditation in one or more psychometric assessments tools
Report to and demonstrate diplomacy when managing key stakeholders
Use your expertise, knowledge and experience to further develop and promote the core People & Change propositions
Take a significant role in the growth of the team and wider practice, sharing knowledge and supporting the development of other team members

Experience and Background


Candidates should have excellent stakeholder management and communication skills both in writing and orally. In addition strong familiarity and proficiency with Microsoft Office packages, including excellent PowerPoint skills, will be key for the role. Candidates should have experience helping re-structure HR functions / teams to deliver a more optimised service and deep, hands-on experience of HR (e.g. developing and delivering a workforce plan, target operating model etc).
Finally, our candidates should have strong commercial acumen, hunger to learn and develop and be able to thrive in a really fast paced working environment.

Qualifications including CIPD, CIMA, MBA and Prince2 would be beneficial but not essential.
