The position has been created to provide support and provide advice/guidance on
Operational safety and security management on all aspects of staff safety and security and by ensuring appropriate systems are in place and are fully implemental at field level.

SCOPE OF ROLE:

Reports to: Security Manager

KEY AREAS OF ACCOUNTABILITY:

Setting up Safety and Security Systems:
Responsible for supporting overall safety and security of SCI staff, reputation and assets in Ukraine - and ensuring the understanding and strict compliance of staff.
Conduct security assessment of all areas proposed for activities including Security Risk Assessment of emergency response
Develop and maintain/update Threat analysis, Contingency plan, Safety and Security Assessments on regular basis.
Develop and regularly maintain Safety and Security Management Plan (SSMP) for Ukraine Office.
Update Pre-Departure Information Package & Develop S&S orientation briefing package for all staff and disseminate to all staff.
Ensure site security & a secure Communications plan for all offices, sub-offices and program locations.
Complete on line incident report for any safety and security related incidents affecting our staff or work throughout the country.
Update/sharing safety and security emergency tree, warden/first responders with testing it on regular basis.
Ensure that appropriate systems are in place to effectively disseminate safety and security information and updates of security situation to SCI staff through following means: SMS alerts, Emails, Voice calls on satellite phones in the remote and inaccessible areas.
Ensure that all staff are adhering to security SOPs and update these on quarterly basis
Provide feedback to field staff in response to security-related inquiries.

QUALIFICATIONS, EXPERIENCE AND SKILLS

Essential


Advanced University Degree or equivalent (preferably Masters in Political Science and Security Studies or International Relations)


Experience in complex and insecure settings


Experience in Setting up Safety and Security Management Plan, Security Risk Assessment, Crisis Incident Management.


Understands the complexity and values of non-profit organizations


Analytical skills and experience or ability to conduct contextual analysis, and must possess a capacity to look at the conflict in a neutral manner


Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.


Liaison/Stay in contacts with INGO, and host government and willingness to develop further stay Liaison/business contacts.


Demonstrated high-level interpersonal and cross-cultural skills including the ability to build collaborative relationships internally and externally with sensitivity to cultural, ethnic, social and political issues


Commitment to upholding Save the Children's Child Safeguarding Policy, as well as principles of do no harm and confidentiality.


Fluency in written and spoken Russian, Ukrainian and English.


Experience of representing an organisation to external stakeholders.
